Sustainability EU Reaches Decision on Allocation of Free Emission Allowances from 201310:46 AM MDT | April 27, 2011 | Ian Young The European Commission has adopted a draft decision on how free-of-charge emission allowances should be allocated from 2013 to industrial installations covered by the European Union's (EU) Emissions Trading System (ETS). Most ETS emission allowances will be bought at auction starting in 2013, but a proportion of free allowances will continue to be given to industry until 2020, to reduce costs for installations in sectors deemed to be exposed to significant competition from outside the EU.
