House Passes Waxman-Markey Climate Legislation

The House has passed the American Clean Energy and Security Act (ACES) in a vote of 219-212, with eight Republicans voting for the bill and 44 Democrats against it. The legislation, sponsored by Representative Henry Waxman (D., CA) and Edward Markey (D., MA), would require a 17% reduction in greenhouse gas emissions by 2020, and an 83% reduction by 2050. Emissions reductions would be calculated using a 2005 baseline.
