The rule became effective January 19 after several previous legal challenges. The American Trucking Associations (ATA; Arlington, VA) has filed a motion with a federal court to intervene in the third legal challenge by Washington-based safety advocacy group Public Citizen, as well as the Advocates for Highway and Auto Safety and the International Brotherhood of Teamsters.
