A Senate committee has passed legislation that would increase government oversight of railroads and is meant to give shippers access to more rail carriers and to provide shippers with more leverage in negotiating rates. Chemical firms have for years been urging Congress to pass a law that would overhaul the Surface Transportation Board (STB), the government agency charged with overseeing railroads.
