NACD: Base Bulk Loading Rules on Level of Hazard

The National Association of Chemical Distributors (NACD; Alexandria, VA) says that the Transportation Department’s (DOT) Pipeline and Hazardous Materials Safety Administration’s (PHMSA) bulk loading and unloading regulations for hazardous materials should be based on the level of hazard presented. The regulations should also only apply to bulk packaging with a capacity of 3,000 ltrs or more, and the responsibilities for developing and implementing the procedures should be “clearly apportioned” between facilities and carriers, NACD says...
