The Federal Railroad Administration (FRA; Washington) has introduced its long-awaited proposal to improve the integrity of tank cars carrying poison by inhalation (PIH) materials, a move that it calls the "most sweeping and revolutionary" in decades. The proposal is aimed at strengthening a tank car's outer tank shell and head ends, shielding the inner tank that holds the hazmat cargo, and increasing energy absorption and protection capabilities of the space between the two.
