U.S. chemical management policy and greenhouse gas (GHG) regulation top industry’s regulatory agenda but progress had been slowed so far this year by the commotion surrounding health care and response to the economic crisis. EPA policy moves last week on Toxic Substances Control Act (TSCA) overhaul and to regulate GHGs under the Clean Air Act put both issues back in the public eye.
