USCAP Offers Congress a Blueprint for Climate Action

The U.S. Climate Action Partnership (USCAP; Washington), a coalition including Dow Chemical and DuPont as well as environmental groups, has released a detailed plan for curbing climate change, including a cap-and-trade program for reducing greenhouse gas (GHG) emissions 80% from 2005 levels by 2050. Holliday: Act now for leadership tomorrow. The “blueprint for legislative action” recommends the initial allocation of free GHG allowances, followed by an auction-based price allocation program.
