USCAP Offers Congress a Blueprint for Climate Action

The U.S. Climate Action Partnership (USCAP; Washington), a coalition including Dow Chemical and DuPont as well as environmental groups, has released a detailed plan for curbing climate change, including a cap-and-trade program for reducing greenhouse gas (GHG) emissions 80% from 2005 levels by 2050.
