The industry petition argues that only certain pollutants should trigger PSD requirements, and that EPA’s interpretation of PSD is “inappropriately expansive.” ACC argues that PSD review should be triggered only by pollutants designated as “criteria pollutants,” which are carbon monoxide, lead, nitrogen dioxide, ozone, sulfur dioxide, and two kinds of particulate...
