The bill would remove rail carriers’ exemption from antitrust laws, which chemical shippers say has allowed railroads to charge extremely high rates for poor service. Railroads do not have to comply with the same antitrust laws that other industries do, which has created “captive” customers for rail carriers, shippers say.
