The Bush administration stands little chance of finalizing an industry-backed proposal aimed at overhauling OSHA’s risk assessment process before the next administration takes over, environmental groups say. The proposal is one of a list of “midnight” rules that the Bush administration must finalize by December 19 if they are to take effect before President Bush leaves office on January 19, 2009.
