EU Parliament restates support for emissions fix

The environment committee of the European Parliament has approved for a second time a freeze on the auctioning of some carbon dioxide (CO2) emission permits, otherwise known as backloading, after the measure was narrowly rejected by the full parliament in April. A growing surplus of CO2 emission permits on the European Union Emissions Trading System (EU ETS)—a result of challenging economic conditions and initial oversupply—has caused the carbon price to fall steeply.
