Perroy: Europe will be less competitive. Cefic has criticized proposals announced by the European Commission last week to cut carbon dioxide (CO2) emissions by 20% in the European Union (EU) compared with 1990 levels by 2020, increasing to 30% if other industrialized nations sign up to similar emission-reduction targets.
