Chemical Week Magazine :: New Construction Projects Sibur Details World-Scale Petchems Investment at Tobolsk8:39 AM MST | January 6, 2012 Sibur (Moscow), Russia’s largest producer of petrochemicals, will make a final investment decision in 2012 on a previously announced, world-scale petchems complex at Tobolsk, Western Siberia. The plans were detailed at a press conference in Moscow late last year, where Sibur CEO Dmitry Konov confirmed that the project, tentatively called Western Siberian Petrochemicals (ZapSibNeftechim), would include an olefins complex designed to produce 1.5 million m.t./year of ethylene and 500,000 m.t./year of propylene.
