Both bills, one by Senator Jeff Bingaman (D., NM) and another by Harry Reid (D., NV), are “marker” bills that lawmakers introduced to generate legislative action on climate change. No hearings or votes on the bills had been scheduled at CW press time, however. Mandatory cuts? Bills would impose first-ever controls.
