STB Seeks Rate Changes for Captive Shippers

The U.S. Surface Transportation Board (STB; Washington) has proposed measures aimed at protecting captive shippers from unreasonable rail rates, including changes to the way it resolves rate disputes. STB also says it is taking steps to consider a proposal by the National Industrial Transportation League to increase rail-to-rail competition.
