Lautenberg plant security bills would require IST

Lautenberg: Thorough risk reviews are needed. Senator Frank Lautenberg (D., NJ) has introduced two bills that would require operators of the highest-risk chemical and water treatment facilities to create security plans that require consideration of Inherently Safer Technology (IST), a mandate industry opposes.
