ACC, Chlorine Institute sue to stop railroad from imposing shipping restrictions

The Chlorine Institute (CI) and ACC have asked the US District Court for the District of Minnesota to prevent Canadian Pacific Railway (CP) from imposing a restrictive new requirement on shippers of chlorine and other toxic inhalation hazard (TIH) materials. The Fertilizer Institute has joined the complaint. In its latest price schedule, effective 14 April, CP has included a rule requiring that tank cars used for the shipment of TIH materials be constructed of steel that has been normalized, a process for making steel less brittle.
