National Petrochemical Co. (NPC; Tehran) says it will boost its role in international markets over the next few years as more of its petrochemical complexes come online. The company plans to invest $12.5 billion during Iran’s fourth five-year plan that spans 2005-10 and a combined $30 billion during the country’s fourth, and fifth five-year plans....

All sounds very PRy - where is the analysis of how much of this stuff is actually going to happen given the sanctions, poor operating skills, shortages of gas from separation plants and the tight contractor and labour markets?
