Total to Reconfigure Dunkirk Refinery Site; Biofuel Cluster Planned

Total has, as expected, presented a plan to its French central works council to cease operations permanently at the company's Dunkirk, France refinery, in response to a decline in petroleum product demand. The refinery, a major producer of propylene, has been offstream since last September. Total, meanwhile, is proposing to substitute refining operations at Dunkirk with new business activities.
