European Commission Proposes Curb on CO2 Emissions Auction

The European Commission has announced initial proposals to slow the pace at which carbon dioxide (CO2) emission permits are sold under the European Union's (EU) emissions trading scheme (ETS). Slowing sales of CO2 emission allowances should, in theory, create a shortage and boost prices, which have fallen dramatically in recent years due to oversupply, caused partly by the economic crisis in Europe. Lower CO2 emission permit prices discourage industrial companies from investing in clean technologies to reduce CO2 emissions, the commission says...
