Dow files permits for planned Texas cracker

Dow Chemical has filed for permits with EPA and the Texas Commission on Environmental Quality (TCEQ; Austin) for its previously announced 1.5-million m.t./year ethylene plant at its Freeport, TX, complex. Construction is expected to begin in January 2014 with a proposed start of operation in January 2017, according to the filing. The unit will include eight cracking furnaces. The plant will use ethane and propane as feedstocks.
