The expansion could require a doubling of Sumitomo and Aramco’s joint $10-billion investment in the first phase of PetroRabigh, sources add. The first phase involves expanding an Aramco refinery at Rabigh, Saudi Arabia and building at the same site 1.3 million m.t./year of ethylene capacity, as well as plants producing polyolefins, propylene oxide...
