Sibur Confirms Tobolsk Cracker; JV with Dow Delayed

The competitiveness of Sibur’s (Moscow) assets will improve after completion in 2015 of a previously reported project to build a 1-million m.t./year steam cracker at Tobolsk, Russia, Sibur CEO Dmitry Konov says (CW, Sept. 13, p. 15).
