Russia Proposes a Russo-Chinese Refinery and Petchems Project

The government of the Russian Amur region, which shares its southern border with China, has proposed the construction of a joint ruble217 billion ($7.7 billion) refinery and petrochemicals complex, Russian news agencies report. The proposal, approved by the ministry of regional development of the Russian Federation, was made during the 22nd China Harbin Economic and Trade Fair at Harbin, China, which took place earlier this month.
