Olefin prices stagnant despite plant outages

A rash of outages, planned and unplanned, has stricken European olefins plants—with Total, BP, and Versalis among those having steam crackers out of service or running at reduced rates. In a telling note on the state of the European spot market, the initial effect on prices was nothing. To be sure, prices ended their multiweek slide.
