European spot olefins markets the internal factors netted out to stasis. Uptream markets for both Brent crude and spot naphtha were reported to be essentially flat. At the production level Dow said it was restarting its cracker at Terneuzen, the Netherlands. Downstream there were muliple production outages in polymer plants, including force majeure declarations.
