Congress Moves to Restrict Access to Offshore Gas Drilling

House and Senate lawmakers took steps last week to restrict access to federal permits for offshore oil and gas drilling, drawing criticism from industry executives who say access to resources in the Outer Continental Shelf (OCS) is already too limited.
