England to introduce compulsory charge for plastic bags in most shops

England is to join the rest of the United Kingdom in introducing a compulsory charge on most plastic shopping bags. The proposal will be announced today in the Queen’s Speech to Parliament, in which the government sets out its legislative program for the next 12 months. Similar charges have already been introduced in Wales and Northern Ireland, and the Scottish government plans to introduce one in the autumn.
