EU Closes in on Unilateral Climate Gas Reduction

European Union (EU) environment ministers have agreed to plans announced recently by the European Commission to cut EU greenhouse gas emissions by “at least 20%” by 2020, compared with 1990 levels, even if other industrialized countries such as the U.S. do not take similar measures (CW, Jan. 17, p. 5).
