At CW’s press time mid-morning on Saturday 19 December, the delegates of almost 200 countries had "noted" a proposal made by a splinter group of countries led by Brazil, China, India, South Africa and the U.S. for a limited, non-legally binding “climate accord.” To be accepted as an official U.N. agreement all 193 nations have had to agree...
