West Virginia Bill Regulating Marcellus Shale Signed Into Law1:52 PM MST | January 2, 2012 | Kara Sissell West Virginia Governor Earl Ray Tomblin has signed into law a bill detailing permit requirements for horizontal drilling in West Virginia, including in the Marcellus Shale. The law stipulates fees, buffer zones, and access roads requirements, and requires assessment of the wells’ impact on water resources. Permit fees will be $10,000 for initial wells and $5,000 for each well added to the site.
