Study Finds Federal Rules Insufficient to Meet GHG Reduction Goals

A new study by the World Resources Institute (WRI; Washington, DC) has found that existing federal and state authority is insufficient to meet the Obama administration's stated greenhouse gas (GHG) emissions reduction goals.
