Congress Moves On Plant Safety, Rerouting

The Senate has passed a military funding bill that includes language that would prevent the federal government from preempting state chemical plant security laws. In a separate bill, the House passed language that would require rerouting of some hazardous materials through high-threat urban regions and other areas of concern. Both bills, however, are far from clearing the full Congress, executives say.
