West Fertilizer held $1 million in liability coverage, faced robberies

The West Fertilizer Co. plant that exploded on 17 April killing 14 people and injuring over 200 otherswas recently found to only be holding $1 million in liability insurance coverage, as well as a history of ammonia leaks caused by numerous burglaries.
