Phillips 66 plans NGL fractionator at Old Ocean, TX

Phillips 66 aims to develop a 100,000-bbl/day natural gas liquids (NGL) fractionator at Old Ocean, TX, close to its Sweeny Refinery, the company said on Tuesday.
