Phillips 66 plans NGL fractionator at Old Ocean, TX

Phillips 66 aims to develop a 100,000-bbl/day natural gas liquids (NGL) fractionator at Old Ocean, TX, close to its Sweeny Refinery, the company said on Tuesday. If the project is approved, construction would begin in the first half of 2014 with start-up by the second half of 2015. âWe see excellent opportunities to grow the natural gas liquids business, and the chance to supply purity NGLs and liquefied petroleum gas to the petrochemical industry and heating markets,â says Phillips 66 Chairman and CEO Greg Garland.
