Russia Proposes a Russo-Chinese Refinery and Petchems Project

The government of the Russian Amur region, which shares its southern border with China, has proposed the construction of a joint ruble217 billion ($7.7 billion) refinery and petrochemicals complex, Russian news agencies report.
