The precursors are legal chemicals contained in a wide variety of products, but which can be illegally diverted to produce narcotics, the commission says. The new proposals are intended to reinforce controls on the precursors within the single European market and at the borders of the EU through customs, as well as contribute to early-stage prevention of illicit drug manufacturing.
