The announcement stems from a long running dispute between Brazil and the U.S. over U.S. cotton subsidies. A WTO ruling on a 2002 petition by Brazil determined that about $3 billion in U.S. cotton subsidies are in violation of WTO rules, enabling Brazil to take regulatory action.
