The project was relocated from Xiamen, China after protests by residents of Xiamen caused construction of the $2-billion plant to be halted in 2007. The Ministry of Environmental Protection (MEP; Beijing) approved the construction of the p-xylene plant near Zhangzhou in January. Construction of the plant sparked no protests in Gulei, reports say.
