(CNPC) have held a foundation-laying ceremony for a previously announced $5-billion joint venture refinery and petrochemical complex at Tianjin, China. The refinery will have a throughput of 13 million m.t./year of crude and is scheduled for completion in 2015. A feasibility study for the complex was carried out by East China Petroleum and Natural Gas Exploration and Design Institute.
