Russian president Dmitri Medvedev and his Vietnamese counterpart Nguyen Minh Triet recently signed a joint venture agreement to establish a $1.5-billion fertilizer complex in Russia. The complex will be built as an equally owned jv in the Russian republic of Kalmykia on the Caspian coast, according to Kalmykia’s president Kirsan Ilyumzhinov.
