The New Regulators: Retailers and States Take the Lead

The U.S. chemical industry has seen a new trend emerge on the regulatory front in recent years—the environmental initiatives of “big box” retailers and other downstream customers have become de facto regulatory requirements. This is a shift from the aggressive federal rules of the 1980s and 1990s that were the industry’s primary concern.
