STB Denies UP’s Petition to Limit Certain Chlorine Shipments

Union Pacific (UP) must quote common carrier rates and provide service to US Magnesium (USM; Salt Lake City) for chlorine transport from Rowley, UT to 35 destinations, the Surface Transportation Board (STB; Washington) ruled last week. The much-anticipated ruling follows UP’s request last February to have STB determine the extent of UP’s obligation with what the railroad calls “new, lengthy movements” of a toxic by inhalation (TIH) chemical through multiple high-threat urban areas (HTUAs).
