Obama Budget Proposal Sets the Stage for Clash with GOP (Update)

The Obama Administration has proposed its FY2012 budget, allocating $9 billion for EPA, down  nearly 13% from 2010 levels, but increasing Department of Energy (DOE) clean energy R&D by 12%. The government has been operating using an interim measure, a Continuing Resolution (CR), approved by Congress.
