The momentum behind a comprehensive energy bill appears to be waning as federal spending measures and Iraq policy take precedence. Members of Congress returned to work this week but held only informal staff meetings on energy policy issues, sources say. The House passed an energy bill last month that had little in common with the Senate energy bill passed in June.
