EU Parliament environment committee reaffirms support for emissions-trading fix

Members of the environment committee of the European Parliament have approved for a second time a freeze—backloading—on the auctioning of some carbon dioxide (CO2) emission permits, after the measure was narrowly rejected by the full house in April.
