Judge Blocks Restart of Bayer MIC Plant11:16 AM MST | February 28, 2011 A federal judge has issued a restraining order temporarily prohibiting Bayer CropScience from starting its methyl isocyanate (MIC) plant at Institute, WV after local residents sued to block the restart. The facility was the site of a 2008 explosion that killed two workers and required 40,000 people living near the plant to shelter-in-place.
