U.S. Appeals Court Stalls Implementation of Cross-State Emissions Rule

The U.S. Court of Appeals for the District of Columbia has granted a petition by power companies, as well as some states and lawmakers, seeking a stay in the scheduled implementation of  U.S. EPA’s cross-state emissions rule. The rule requires 27 states to reduce air emissions including sulfur dioxide and nitrous oxide and had been slated to take effect January 1. Chemical companies have long opposed certain more stringent emission requirements for coal-fired utilities, saying the resulting  price volatility in the natural gas market would hurt...
