Experts Examine U.S. Regulatory Options as Climate Bill’s Prospects Fade

As Washington scrambles to adjust to a conflicting economic and environmental pressures, the prospects for climate legislation this year have grown much dimmer since late last year. Meanwhile, the U.S. EPA is moving forward with regulations to control greenhouse gas (GHG) emissions under the Clean Air Act.
